|a SAŽETAK: U specijalističkom radu je prikazan regulatorni okvir vezan za pružanje elektroničkih komunikacijskih usluga u Republici Hrvatskoj koji je usklađen s Direktivama Europske unije, a posebno je istaknut regulatorni okvir vezan za zaštitu djece pri korištenju navedenih usluga. U radu je navedena praksa Europske unije s programima sigurnijeg Interneta i sigurnija upotreba mobilnih telefona od strane djece i mladih s primjerima aktivnosti koje provodi Kraljevina Švedska. Navedene su obveze operatora o sigurnosti i zaštiti mreže, te primjerena zaštita korisnika od zloupotreba i prijevara u javnoj komunikacijskoj mreži na koje ih je operator u obvezi upozoriti prije početka korištenja elektroničkih komunikacijskih usluga. Današnja djeca i mladi teško mogu zamisliti život bez društvenih mreža i svakodnevnog korištenja istih. Kako bi im život na društvenim mrežama bio sigurniji na način da zaštite svoje osobne podatke i privatnost vrlo je nužno da ih naučimo postavkama zaštite i pravilima lijepog ponašanja na društvenim mrežama. U radu su detaljno opisane obveze operatora prilikom pružanja usluga s posebnom tarifom i dodatne obveze prilikom pružanja usluga sa sadržajem koji nije primjeren djeci i namijenjen je odraslima. Najučinkovitija zaštita djeteta je aktivno sudjelovanje roditelja u aktivnostima djeteta na Internetu i postavljanje roditeljske zaštite, te otvoreno pričati o dobrim i lošim stranama Interneta i ograničavanju vremena na društvenim mrežama. Korisnije je imati jednog pravog prijatelja s kojim ćemo provoditi vrijeme nego stotine virtualnih. -

|a SUMMARY: The objective of this specialization degree presentation is to give the regulatory framework of electronic communication services in Croatia following their adjustments to the European Union directives, with particular emphasis on the regulatory and legal framework aiming at the protection of children when using such electronic services. It also presents the EU experience with various programs ensuring safer use of Internet and cellular phones by children and youth, stressing in particular some examples from Sweden. It gives the operators’ obligations regarding safety and protection of their network and the way to ensure an exemplary protection of its users against misuse and abuses or frauds within the public communication network, prejudicing them against such practices before they start using any electronic communication service. Today’s children and youth can hardly imagine life without daily communication on social networks. In order to ensure their safety while surfing on those social networks, it is very important to teach them the basic protection and behavior rules when visiting them so they can be protected against misuse of their personal data and their private life can be safeguarded. This presentation also states clearly the operators’ obligations when providing services at a special price as well as their additional obligations when providing services not meant for children but for adults only. Parents’ participation in all of the children’s activities on Internet is the best safeguard for their protection, together with the implementation by the children’s parents of technology protection measures on their computer as well as openly discussing with them the good and bad aspects of Internet and setting allowed time limits for viewing online of the social networks visited by children. It is certainly better and more useful to have one real good friend with whom to spend time rather than hundreds of virtual friends. -
